Spokane City Council Adopts Engagement and Enforcement Ordinances

In a recent Legislative Session, the Spokane City Council approved two significant ordinances aimed at addressing homelessness. Ordinance C36679, which makes unauthorized camping a misdemeanor citywide, consolidates existing laws while ensuring access to public property. The ordinance emphasizes engagement by connecting individuals to evidence-based services before resorting to citations. Ordinance C36694 addresses aggressive solicitation, defining actions that may intimidate others. Council Member Zack Zappone noted that the focus will be on connecting people to services first.

Council Member Paul Dillon added that the measures are part of an ongoing effort to ensure public health and safety. The Council intends to monitor the implementation of these ordinances closely. They will also explore more permanent housing solutions and safe spaces for the homeless population.
