Spokane City Council Adopts Engagement and Enforcement Ordinances

On July 1, 2025, the Spokane City Council approved two significant ordinances to address homelessness. The Obstruction Ordinance consolidates existing laws into a single policy, making unauthorized camping a misdemeanor citywide while ensuring access to public property. Council Member Zack Zappone highlighted that the ordinance emphasizes engagement with individuals experiencing homelessness before enforcement actions. The Aggressive Solicitation Ordinance targets intimidating solicitation behaviors that could scare the public, providing a clearer definition of unacceptable actions. Council Member Paul Dillon expressed that these changes help clarify existing laws while prioritizing public health and safety.

The Council plans to monitor the implementation of these ordinances and continue exploring upstream solutions. The ordinances come after extensive community feedback and discussions. The Council aims to focus on creating safe spaces and permanent housing for those in need.
