Spokane City Council Adopts Engagement and Enforcement Ordinances

Spokane City Council approved two ordinances addressing homelessness during a Legislative Session. Ordinance C36679 consolidates existing laws on unauthorized camping, making it a misdemeanor offense citywide, while promoting engagement to connect individuals to services. Ordinance C36694 regulates aggressive solicitation, outlining intimidating behaviors that could compel compliance from individuals. Council Member Zack Zappone emphasized that enforcement will focus on engagement first, with citations as a last resort. Council Member Paul Dillon stated that the amended camping ordinance clarifies existing laws while maintaining public health and safety.

The Council will evaluate and monitor the implementation of these ordinances and continue to address upstream solutions. This includes exploring options for safe stays, safe parking, and permanent housing. The collaborative approach involves local businesses and community organizations to tackle homelessness effectively.
