Spokane's water system upgrade will begin on July 7, affecting traffic on west Francis Ave. and north Assembly St. Temporary traffic signals will regulate congestion at the intersection of Francis Ave. and Assembly St. , with significant closures on northbound Assembly St.

between Rowan Ave. and Francis Ave. /Hwy 291. The city is investing $3. 25 million to install a new water transmission main, enhancing reliability and supporting future growth.

Expected to conclude in November 2025, the project is the first phase of a broader initiative to improve water, sewer, stormwater, and traffic infrastructure in the area.
