Water System Project Will Impact Northwest Intersection

Spokane will begin a major water system upgrade on July 7, impacting traffic on Francis Ave. /Highway 291 and Assembly St. The project will install a new water transmission main to enhance water reliability and support future growth, with a budget of $3. 25 million and completion expected by November 2025. Motorists should prepare for detours and temporary traffic signals at the intersection of Francis Ave.

and Assembly St. Northbound Assembly St. will close between Rowan Ave. and Francis Ave. /Hwy 291, while southbound traffic will be redirected at Driscoll Blvd.

Access to the Dwight Merkel Complex will remain available via Rowan Ave. A noise variance allows construction from 6 a. m. to 6 p. m.

, Monday through Saturday. Future phases of the project will involve additional street closures, including N. Royal Dr. and W. Lyons Ave.

This upgrade is part of a larger initiative to improve the region's water, sewer, stormwater, and traffic infrastructure.
