Spokane City Council Adopts Engagement and Enforcement Ordinances

Spokane City Council approved two significant ordinances during a Legislative Session to address homelessness in the city. Ordinance C36679 unifies existing laws on unauthorized camping into a single policy, making it a misdemeanor offense citywide while emphasizing engagement with affected individuals. This ordinance responds to the intent of voters who supported Proposition 1 in 2023, which was later overturned by the Washington State Supreme Court. Ordinance C36694 defines aggressive solicitation, prohibiting intimidating behaviors that may coerce compliance. Council Member Zack Zappone highlighted the ordinance's role in promoting connections to services, while Council Member Paul Dillon reinforced its importance for public health and safety.

Both members acknowledged that enforcement alone does not resolve the issue of where individuals will go. They stressed the need for ongoing evaluation and collaboration with local organizations to develop upstream solutions.
