The City of Pullman has achieved the 2023 Excellence Award for Best City Project, awarded by the Washington State Department of Transportation and the Federal Highway Administration. This accolade recognizes the successful Arterial Streets Resurfacing 2020 project on Pioneer Hill, which was finalized in 2021, aimed at improving road safety and accessibility for residents. City Engineer Cara Haley expressed pride in the award, attributing the project's success to collaborative efforts among city, state, and federal agencies. The project, managed by prime contractor Motley-Motley, Inc. , utilized a cost-effective grind-and-mix approach to resurface 1.

3 miles of severely deteriorated streets. The $1. 8 million initiative was completed on budget and included critical safety enhancements, such as the installation of 46 new ADA-compliant curb ramps and the upgrading of 19 existing ramps. Additionally, traffic calming areas were constructed to promote safer navigation through school zones and residential areas. The recognition was presented at the Pullman City Council meeting on August 27, 2024, underscoring the importance of community-focused infrastructure projects.
