Mayor Cherelle L. Parker's $2 billion H. O. M. E.

Plan, unveiled on March 24, 2025, promises to reshape Philadelphia's housing landscape by creating and preserving 30,000 homes. This initiative, announced during a special City Council session, reflects a comprehensive strategy to tackle the city's pressing housing crisis. The plan proposes a historic $2 billion public investment, which includes $800 million in bonds and $1 billion in publicly owned land. Among its key initiatives is the ONE Philly Mortgage program aimed at making mortgages more accessible and affordable. Additionally, a Home Service Clearinghouse will be established to protect residents from dishonest contractors, while a Curbside Appeal Program will offer matching grants for residential beautification.

The plan also emphasizes the importance of maintaining existing successful housing programs that serve as national models. To streamline development, the Land Bank will implement a multipronged strategy to facilitate quicker land use for housing. Mayor Parker underscored the urgency of this initiative, stating, "We are ready now to move forward as One Philly, A United City!
