Pennsylvania Enacts CROWN Act to Ban Hair Discrimination

Pennsylvania Governor Josh Shapiro signed the CROWN Act into law, extending protections against hair discrimination statewide. This law builds on Philadelphia's 2020 ordinance, making Pennsylvania the 28th state to adopt similar legislation. The initiative began with former Council member Blondell Reynolds Brown and now-Mayor Cherrelle Parker, in partnership with the Philadelphia Commission on Human Relations (PCHR). PCHR Executive Director Renee Chenault Fattah highlighted that hair is an affirmation of personal identity and often reflects one's culture. The act aims to ensure that individuals can express their authentic selves in the workplace without fear of discrimination.

PCHR Chairman Kareem E. Thomas stated that protecting against hair discrimination is crucial for equity and dignity. This legislation marks a significant advancement in civil rights, addressing an issue that has disproportionately affected Black and brown communities. The CROWN Act reinforces the commitment to diversity and inclusion in Pennsylvania's workforce.
