Philadelphia, PALocal News

Philadelphia's Low-Income Tax Freeze program, initiated in September 2024, aims to alleviate the burden of rising property taxes for low-income homeowners. The program guarantees that approved participants will pay the same property tax amount each year, irrespective of any increases in property assessments or tax rates. If a homeowner experiences a decrease in their property assessment, the city will adjust their tax benefit accordingly. To qualify, applicants must demonstrate residency and meet income limits—$33,500 for individuals and $41,500 for couples. The program does not allow retroactive refunds but permits base year adjustments under new legislation if criteria are met.

Residents can still apply for other assistance programs, such as the Homestead Exemption, while enrolled in the tax freeze. Annual income recertification is mandatory to ensure continued eligibility. This initiative reflects Philadelphia's commitment to supporting its low-income residents and preserving homeownership.
