The program does not allow retroactive refunds but permits base year adjustments under new legislation if criteria are met.

Residents can still apply for other assistance programs, such as the Homestead Exemption, while enrolled in the tax freeze. Annual income recertification is mandatory to ensure continued eligibility. This initiative reflects Philadelphia's commitment to supporting its low-income residents and preserving homeownership.
