Leading the charge NACo visits Riverview Wellness Village, Philadelphias model for community wellness
The National Association of Counties (NACo) convened in Philadelphia this July, drawing over 3,000 attendees to explore the effects of federal policies on local governance. During the conference, Philadelphia leaders showcased the Riverview Wellness Village, a pioneering initiative that integrates housing, recovery support, primary care, and economic stability for individuals facing homelessness and substance use disorders. On July 14, 2025, NACo leaders toured the 20-acre campus, joined by over 50 representatives from 30 counties, including states as far-reaching as Hawaii. Executive Director Isabel McDevitt and Keli McLoyd from the Opioid Response Unit facilitated informative discussions, highlighting the city’s innovative approach to community wellness. Many attendees voiced concerns regarding the lack of political will and funding for such initiatives but recognized similar needs in their own jurisdictions.
Since January 2024, the Parker Administration has been developing a comprehensive model to address the challenges of homelessness and substance use disorders. The Riverview Wellness Village is funded through Opioid Settlement dollars and Medicaid reimbursement, making it a sustainable model for future projects. Philadelphia aims to share its Wellness Ecosystem Initiative blueprint with county leaders nationwide, positioning itself as a leader in public health solutions.
