Wastewater Comment Period Upcoming Stream Temperature a Concern
Moscow's draft wastewater discharge permit for the Water Reclamation and Reuse Facility will be available for public comment in November, with temperature management identified as a significant concern. The facility, located on the west edge of Moscow, discharges treated water into Paradise Creek, which serves as a spawning ground for coldwater fish, including salmonids. The Idaho DEQ is aware of the temperature compliance challenge and plans to collaborate with Washington agencies to align Idaho's rules with Washington's standards. The potential need for a chiller to regulate water temperature could result in annual operational costs of $300,000 to $400,000. Transitioning the facility into a full reclamation system, preventing any discharge into Paradise Creek, would require millions in investment for land and infrastructure.
Meanwhile, the Sustainable Environment Commission is advocating for increased household and commercial water conservation rebates, which have already saved approximately 8 million gallons annually. Additional initiatives include seeking sponsorship for an upcoming Energy Efficiency and Electrification Fair and supporting solar power projects for rural schools. The commission also highlighted service-learning trips for the Moscow High School Environmental Club to various environmental sites.
