An inspection report found that decision-making remains dominated by a small inner circle around Mayor Lutfur Rahman, who was previously banned from public office due to election misconduct. Despite the council staff receiving praise for their dedication, the report pointed to "poor behavior" among councillors as a significant obstacle to progress. McMahon highlighted that wholesale political and staff buy-in is necessary for effective reforms. The government envoys, overseeing council operations since January, noted that political tensions have risen due to party-switching among councillors.

They expressed concern that while councillors claim to be changing their ways, evidence of this is lacking in public meetings. The council spokesperson reiterated their commitment to overcoming challenges and maximizing government support. With no significant financial concerns reported, the focus remains on improving the council's political landscape.
