In his "State of the City" address, Mayor Larry Agran unveiled a forward-thinking vision for Irvine, focusing on two major public-private partnerships with Hoag Hospital and the Irvine Company. Agran proudly stated that the city is in excellent financial health, with balanced budgets and significant reserves. Key initiatives include establishing a city library system to enhance local services and transforming the site of the All American Asphalt plant into the Gateway Open Space Preserve. Furthermore, the mayor announced plans to expand the eco-friendly "Irvine CONNECT" bus system and establish a City Office of Health and Wellness. Addressing urgent housing needs, Agran revealed discussions with the Irvine Company to offer affordable rents and housing for families in need.

He also proposed stronger regulations for e-bikes and enhanced campus security in schools. The mayor's focus on sustainability includes initiatives like an urban forest program and promoting rooftop solar installations. Agran's comprehensive strategy aims to create a healthier, safer, and more sustainable Irvine, setting a model for other cities.
