During the 2025 State of the City Address, Mayor Larry Agran proclaimed that the state of Irvine is excellent, outlining an ambitious vision for the city to become the safest, smartest, greenest, healthiest, and kindest city in America. He noted the city's strong financial standing, which enables significant public investments in safety, education, and sustainability. Enhanced public safety measures, including improved school security and stricter e-bike regulations, were central to his address. Agran announced the implementation of a living wage that will increase minimum pay for city employees, alongside a proposal for scholarships for Irvine Valley College students. The city’s commitment to sustainability was evident in plans for the Gateway Preserve and the planting of thousands of trees.

A collaboration with Hoag aims to establish a health and wellness center at Heritage Community Park, while initiatives to expand affordable housing were also presented. Agran called upon community members to unite in kindness and support those in need. His address underscored the importance of strategic planning and collaboration in achieving these goals.
