The Fort Smith Board of Directors passed an ordinance on November 18 to strengthen oversight of unbudgeted capital spending, reducing the review threshold from $500,000 to $100,000. This change mandates that qualifying projects be presented at a study session at least seven days prior to a vote. Fee increases for landfill and commercial solid waste services were also approved, while residential rates will remain at $15. 89 per month.
