A notable partnership with the Latino Civic Alliance will launch the “I AM JAGUAR” program, designed to divert Latino youth from gang involvement. Furthermore, the police department is set to introduce a ‘Drone as a First Responder’ pilot program, enhancing response times and operational efficiency. Franklin highlighted the city’s successes, including a notable decrease in crime rates, significant housing growth, and an increase in police staffing.

The address also mentioned Everett's selection as a host for a FIFA World Cup Fan Zone, promising cultural excitement and global attention. Investments in community infrastructure, such as a new multipurpose facility, were described as transformational for the city’s future.
