During her budget address on October 16, 2024, Mayor Cassie Franklin proposed a balanced budget for 2025 that addresses a $12. 6 million deficit while also reducing the 2026 deficit by $10 million. The budget emphasizes three priority areas: protecting public safety, enhancing quality of life, and strengthening economic infrastructure. To meet these goals, the proposed budget includes staffing cuts in several general government departments, but it ensures continued funding for essential services such as police, fire, and municipal court operations. Franklin highlighted the strong revenue forecasts from non-general government departments, which are expected to remain self-sustaining, bolstering the city’s financial stability.

Additionally, she expressed excitement about the outdoor multipurpose stadium project, which has received state approval and will serve as a venue for the Everett AquaSox and other community events. The Fiscal Advisory Committee is also working on finalizing funding options to present to the City Council soon. Franklin's address reflects a commitment to strategic decision-making and community engagement as Everett navigates its budgetary challenges.
