Council asks city attorney to draft levy lid lift resolution public hearing set for July 1

The Edmonds City Council directed the city attorney to draft a resolution for a multi-year, permanent levy lid lift to address a $13 million budget deficit. Councilmembers agreed on key elements, including exemptions for seniors and individuals with disabilities, but deferred a specific dollar amount for the levy. A public hearing is scheduled for July 1, and the council may vote on the resolution by July 8. The draft resolution will state that the “limit factor” for future levies will be annual inflation measured by the Consumer Price Index. The council also discussed various revenue-generation ideas but sought more detailed analysis, citing staff shortages as a hindrance.

Community, Culture, and Economic Development Director Todd Tatum proposed a portfolio management approach to categorize potential revenue ideas. The resolution must be filed by August 5 to ensure it appears on the November general election ballot. Councilmember Jenna Nand’s proposal for a $19 million levy amount sparked debate, highlighting the need for further discussions.
