Passey emphasized that transitioning to a variable-rate model could complicate enforcement, as the city relies on voluntary compliance. To implement changes effectively, the council must act before October to ensure new fees are in place by January 31, 2026.

The discussions are part of broader budget considerations and revenue generation strategies. Edmonds has processed over 4,000 license applications, generating approximately $250,000 in revenue. The council's decisions could significantly impact local business practices and compliance.
