Council OKs interim ordinance for North Bowl Hub but questions remain

The Edmonds City Council approved an interim ordinance on Tuesday night, reclassifying 13 properties in the North Bowl Hub from a mixed-use designation to low-density residential. This measure seeks to prevent any development applications until the Council can finalize its decisions regarding the Planning Board's recommendations. Councilmember Vivian Olson introduced an amendment to include six additional parcels, which passed with a 4-3 vote despite opposition from some members who felt it hindered housing opportunities. Councilmembers raised concerns about the potential impact on neighborhood development, particularly near schools. The Council must finalize the Comprehensive Plan amendments by December 9, making the interim ordinance a temporary solution.

The North Bowl Hub is part of a broader strategy to create small-scale multifamily housing in Edmonds, reflecting ongoing local housing needs. Discussions also covered updates to the city’s critical areas ordinance, indicating the Council's commitment to addressing zoning issues. This interim measure highlights the complexities of managing urban development while considering community feedback and future planning.
