Edmonds City Council Oct. 28 to hear about co-living housing, critical area code updates

The Edmonds City Council will convene on Oct. 28 to discuss revisions to co-living housing regulations and critical areas codes. These changes align with state House Bill 1998, which requires co-living to be a permitted use in areas designated for multi-family housing. Co-living developments feature individual sleeping units that share kitchen and potentially bathroom facilities. The council will also consider updates to the critical areas code, aimed at enhancing protections for streams, wetlands, and other sensitive environments, as mandated by the Growth Management Act.

Notably, the city's planning staff developed the ordinance independently, utilizing resources from the Washington Department of Fish and Wildlife rather than commissioning a separate Best Available Science report. This approach was influenced by the absence of certain environmental specialists within the city's staff. The council will also review adjustments to a Flex Fund contract with Snohomish County related to funding for homeless individuals. The meeting will start at 6 p. m.
