The council also focused on a $14. 5 million levy lid lift as part of efforts to address a $13 million budget deficit, with a public hearing scheduled for July 1. Councilmember Michelle Dotsch cast the sole dissenting vote against the housing update, after her proposed amendments were not supported.

Similarly, Councilmember Vivian Olson's amendment aimed at introducing design review flexibility was rejected by a 3-4 vote. Public hearings on neighborhood centers and parking regulations reflect ongoing community engagement in local planning. Shipley plans to return to clarify language inconsistencies in the code, ensuring compliance with state mandates. The council's actions highlight the balancing act of meeting state requirements while addressing local concerns.
