The state has closed 16 pools for drain cover violations and another 16 for various other problems, such as chlorine levels. The backlog of inspections after the state took over from the city has led to delays in reopening, causing significant frustration among residents. Pool contractors have described the state’s permitting process as excessively complicated and have considered relocating their businesses.
