Dispute erupts over City Managers warning to Councilmembers that No votes, abstentions were violation of their oath of office

Burien City Manager Adolfo Bailon warned councilmembers that their votes against or abstentions on Ordinance 861 may constitute a violation of their oaths of office. The ordinance aimed to align city regulations with state law regarding temporary homeless shelters but failed to secure the required majority during a May 19 vote. Bailon’s claim sparked significant backlash from councilmembers Sarah Moore and Stephanie Mora, who defended their voting choices and legislative independence. Mora highlighted the accountability structure, asserting that the city manager serves at the council's discretion. This conflict underscores rising tensions over zoning and housing code updates within Burien's governance.

Following the failed vote, city staff confirmed that the city would revert to existing state law regarding homeless shelters. Bailon's assertion that the ordinance had been "approved" despite lacking the necessary votes was later contradicted by city staff. The council will discuss these matters further in their upcoming June 16 meeting.
