Did Ordinance 861 actually pass at the last council meeting? Buriens own City Council rules suggest not

On May 19, 2025, Burien City Council approved Ordinance 861, which sets rules for temporary homeless shelters run by religious organizations. The vote, however, was 3-2-2, failing to meet the required majority of four votes for legal passage. City Manager Adolfo Bailon announced the ordinance as passed, despite the discrepancy with the council's own Rules of Order and state laws. The ordinance includes provisions for various housing options, such as indoor shelters, car camping, and tiny house villages, with specified operational limits. A previous amendment to extend the duration for tiny home villages from one year to three years was voted down.

If the ordinance is deemed not to have passed, the City Clerk will need to amend the official record. The city has not provided clarification despite multiple requests from the B-Town Blog. This situation raises questions about future voting and legal compliance within the council.
