Burien City Manager Adolfo Bailon has earned recognition as a Credentialed Manager Candidate from the International City/County Management Association (ICMA). He aspires to achieve the full ICMA Credentialed Manager designation by November 2025. This honor positions him among more than 1,500 local government management professionals involved in ICMA’s Voluntary Credentialing Program, which prioritizes leadership and ethical standards. To qualify, candidates must demonstrate substantial experience in local government, hold a degree in public administration or a related field, and commit to lifelong learning. The ICMA specifies 14 core practices essential for effective local government leadership, focusing on community engagement, equity, and strategic management.
