City Manager Adolfo Bailon and Mayor Kevin Schilling led the session, which attracted around 15 participants. The event provided insights into the council-manager governance model, with Bailon explaining the city manager's administrative role and the council's policymaking responsibilities. Department heads shared their functions, highlighting the historical challenge of operating with limited staff. Bailon stated, “Up until recently, we’ve been operating with one person in many positions,” underscoring resource constraints.
