Notice of Finding of No Significant Impact and Notice of Intent to Request Release of Funds - Allston Senior Housing on the Hill September 17, 2025

The City of Boston plans to request federal HOME Program Funds for the Allston Senior Housing project, which aims to create 49 affordable units for seniors 62 and older. Located at 279-283 North Harvard St. , the project will proceed in two phases: first, stabilizing the Hill Memorial Baptist Church, followed by constructing a new four-story residential building. The estimated total cost is $18. 9 million, with $3 million to be funded by federal HOME funds.

The project will include long-term rental subsidies for extremely low-income tenants, with specific units designated for those at 30%, 50%, and 60% of the area median income. The City of Boston and the Commonwealth of Massachusetts have determined that the project will have no significant impact on the environment, thus an Environmental Impact Statement is not required. Public comments on the Environmental Review Record can be submitted until October 6, 2025. The Boston Housing Authority will also seek additional funding through HUD’s Restore Rebuild Initiative for public housing units. This initiative supports building operations and resident services for the new housing units.
