A pioneer in the field, he was instrumental in establishing cellular services in Washington and Oregon in the 1980s. Kelley’s entrepreneurial journey began with the opening of Kelley Chevron in his early 20s, which laid the foundation for his subsequent ventures, including Kelley’s Radio Telephone. He was known for being a dedicated family man, instilling values of hard work and the importance of family ties in his children.

Passionate about racing, Kelley supported his sons in their endeavors, enjoying stock car racing as a family sport. A memorial service is planned for October 8, 2023, at Chateau Lill in Redmond, where family and friends will gather to honor his life and contributions to the community.
