This legislation responds to increased incidents of youth-related disturbances in neighborhoods such as the Wharf and U Street.

In May, Bowser indicated a readiness to adjust public safety measures due to these disturbances. The District also promotes positive youth engagement through programs like the Mayor Marion S. Barry Summer Youth Employment Program. These initiatives aim to prevent violence while supporting youth interests and activities.
