Under the new law, juveniles must be home by 11 pm in July and August 2025, and the curfew now applies to 17-year-olds. The Metropolitan Police Department is authorized to establish extended curfew zones that begin at 7 pm for 15 days, with extensions possible based on public safety conditions. Councilmember Brooke Pinto highlighted the dual approach of ensuring safe recreational spaces while equipping the police with necessary tools to prevent violence. This legislation responds to increased incidents of youth-related disturbances in neighborhoods such as the Wharf and U Street.

In May, Bowser indicated a readiness to adjust public safety measures due to these disturbances. The District also promotes positive youth engagement through programs like the Mayor Marion S. Barry Summer Youth Employment Program. These initiatives aim to prevent violence while supporting youth interests and activities.
