The act modifies curfew hours to 11 PM in July and August while including 17-year-olds under the curfew regulations. It also authorizes the Chief of Police to create extended curfew zones, commencing at 7 PM, for up to 30 days when necessary. The Mayor highlighted the need for proactive measures against concerning trends of youth-related violence and disorder. Councilmember Brooke Pinto emphasized the importance of providing safe recreational spaces for youth along with these enforcement tools.

Recent disturbances in areas such as the Wharf and Dupont Circle prompted the need for this legislation. The Metropolitan Police Department has increased its presence to deter negative behavior and enforce laws effectively. The District remains committed to supporting positive youth engagement through various summer programs.
