The new curfew will be set at 11 PM during July and August 2025 and allows the Chief of Police to create extended curfew zones that commence at 7 PM for up to 30 days. This legislation follows an increase in incidents involving groups of juveniles engaging in violence across various neighborhoods, including the Wharf and U Street. Councilmember Brooke Pinto expressed the importance of combining enforcement with engaging recreational opportunities for youth. The Metropolitan Police Department has faced challenges in addressing disturbances due to limited enforcement tools.

The act will empower police to act swiftly in response to unsafe situations involving juveniles. Additionally, the legislation allows the Mayor to authorize emergency curfews if necessary. By creating a balance between safety and youth engagement, the District aims to foster a safer environment for all residents.
