Holt, who also serves on the National HUBZone Council, stressed the importance of public investment in fostering innovation. The Bowser Administration's FY26 Grow DC Budget focuses on supporting small businesses and job creation.

Key investments include $2. 4 million for the Technology Ecosystem Fund and $52 million for the DC Venture Capital Program. These initiatives aim to enhance local entrepreneurship and strengthen the District's economy.
