Victor P. Holt, a US Air Force veteran and the company's founder, is also a vice chair of the National HUBZone Council, advocating for small business development in underserved areas. The initiative reflects the Bowser Administration's commitment to enhancing the local economy through the FY26 Grow DC Budget, which focuses on job creation and business expansion. Key investments include $2. 4 million for the Technology Ecosystem Fund and $52 million through the DC Venture Capital Program, aimed at supporting local entrepreneurs.

The Holt Building renovation exemplifies the collaboration between public investment and small business innovation. This project is expected to contribute to a more sustainable economy in the District.
