Mayor Bowser Announces Emergency Legislation to Amend Districts Juvenile Curfew Laws
Mayor Muriel Bowser announced the Juvenile Curfew Emergency Amendment Act of 2025 to enhance enforcement tools for juveniles amid rising violence in the District. The legislation proposes changing curfew hours to 11 PM for July and August and allows the Chief of Police to establish extended curfew zones starting at 7 PM for 15 days, with a potential 30-day extension based on public safety. Mayor Bowser cited troubling trends in juvenile behavior, particularly in areas like the Wharf and Dupont Circle, necessitating immediate action. Councilmember Brooke Pinto emphasized the importance of providing safe recreational spaces while empowering the police to prevent violence. The Metropolitan Police Department (MPD) has been using various methods to address disturbances, but current tools are limited.
The proposed measures aim to bolster community safety while fostering positive youth engagement through summer programming. Previous incidents prompted the need for stricter curfew regulations, and this legislation will be submitted for consideration at the Council's July 1 Legislative Meeting. The District continues to support youth activities, including employment programs and summer camps.
