Bowser stated, "When we see patterns of unsafe or unlawful behavior... we have to act," highlighting the urgency of the measure. The Metropolitan Police Department (MPD) will be authorized to create extended curfew zones, allowing curfews to start at 7 PM for up to 30 days based on public safety needs. Recent disturbances involving juveniles in areas like the Wharf and Dupont Circle underscored the necessity of this legislation. MPD has previously implemented various strategies to address juvenile conduct, but the new law will provide more robust options. The District continues to support youth through summer programs like the Mayor Marion S. Barry Summer Youth Employment Program.
