The legislation proposes changing curfew hours to 11 PM during July and August and extending curfew applicability to 17-year-olds. Mayor Bowser emphasized the need for stronger tools to prevent violence linked to juvenile gatherings, with the Chief of Police authorized to establish extended curfew zones starting at 7 PM for up to 30 days. This proposal follows recent incidents of large groups of juveniles engaging in criminal conduct across the city, including areas like the Wharf and Dupont Circle.

The Metropolitan Police Department has implemented strategies to address juvenile behavior but has encountered limitations in their enforcement capabilities. The mayor's office is also exploring additional programming to provide safe recreational options for youth. The legislation aims to ensure community safety while supporting positive youth engagement. The proposal will be considered by the Council during the July 1 Legislative Meeting.
