The legislation proposes changing curfew hours to 11 pm for July and August 2025 and allows the Chief of Police to establish extended curfew zones, which can start as early as 7 pm based on public safety needs. This initiative responds to recent incidents where large groups of juveniles engaged in unlawful behaviors across various city areas, including the Wharf and U Street. Bowser highlighted the need for action to prevent violence and ensure community safety. Councilmember Brooke Pinto supported the legislation, advocating for safe recreational spaces and police authority to manage curfews effectively.

The legislation aims to provide law enforcement with better tools to address disturbances and protect youths. MPD has previously employed various methods to manage juvenile conduct, but the proposed changes will enhance their capabilities. The Council will consider the legislation during the July 1 Legislative Meeting.
