Bowser stated that proactive measures are necessary to safeguard both the youth and the community.

Councilmember Brooke Pinto emphasized the need for safe recreational spaces, advocating for additional programming to support youth interests. The Metropolitan Police Department has previously taken measures to address juvenile disturbances, but the proposed legislation aims to enhance their capabilities. This emergency legislation will be submitted for consideration at the Council's July 1 meeting.
