The proposed legislation aims to change curfew hours to 11 PM during July and August and expand the curfew to include 17-year-olds. Councilmember Brooke Pinto highlighted the necessity for safe recreational spaces, while also granting police the authority to impose earlier curfews in areas experiencing unrest. The MPD will be able to establish extended curfew zones for 15 days, potentially extendable based on public safety considerations. The decision follows recent incidents involving large groups of juveniles engaging in unlawful behavior across the city, including the Wharf and U Street.

Bowser previously expressed a readiness to adjust public safety measures in response to these disturbances. The District continues to promote positive youth engagement through summer programming initiatives. This legislation reflects a proactive approach to ensuring community safety while addressing the needs of local youth.
