It authorizes the Chief of Police to establish specific extended curfew zones, which can begin at 7 PM and last for up to 30 days based on public safety needs. This legislation responds to troubling trends of juvenile gatherings leading to violence and disorder in areas like the Wharf and Dupont Circle.

Councilmember Brooke Pinto noted the importance of providing safe recreational spaces along with these curfew measures. Bowser previously indicated a need to adjust public safety strategies due to recent disturbances involving juveniles. The legislation will be presented to the Council during their July 1, 2025 meeting. The District also offers summer programming to encourage positive youth engagement while addressing safety concerns.
