Mayor Bowser Announces Emergency Legislation to Amend Districts Juvenile Curfew Laws

Mayor Muriel Bowser announced the Juvenile Curfew Emergency Amendment Act of 2025 to enhance enforcement tools for juvenile curfew, addressing rising violence linked to youth gatherings. The proposed changes include shifting curfew hours to 11 PM for July and August and extending curfew rules to include 17-year-olds. Bowser stated that proactive measures are necessary to protect the community from unsafe behaviors among youth. Councilmember Brooke Pinto emphasized the importance of providing recreational spaces while enabling police to manage potential disturbances effectively. The legislation responds to recent incidents in various commercial areas, including the Wharf and Navy Yard, where large groups of juveniles engaged in harmful conduct.

MPD has increased police presence to prevent disturbances and enforce laws against public peace offenses. The Council of the District of Columbia will consider the legislation in its upcoming July meeting. The District continues to support positive youth engagement through summer programs and initiatives.
