The new law mandates a curfew beginning at 11 PM for all juveniles in July and August 2025 and grants the Chief of Police authority to establish earlier curfews in specific areas if required. This legislation responds to recent violence and unlawful behavior among youth in various neighborhoods, including the Wharf and Dupont Circle. Bowser stated, “When we see patterns of unsafe or unlawful behavior... we have to act.

” Councilmember Brooke Pinto highlighted the need for safe recreational spaces while also empowering law enforcement. The act will be submitted for review at the Council's July 1 meeting. MPD has increased its presence to address disturbances and enforce peace. This legislation aims to strike a balance between youth safety and community security.
