Mayor Bowser Announces Emergency Legislation to Amend Districts Juvenile Curfew Laws
Mayor Muriel Bowser announced the Juvenile Curfew Emergency Amendment Act of 2025, which modifies curfew hours for juveniles to 11 PM during July and August. This legislation allows the Chief of Police to establish extended curfew zones, starting at 7 PM for 15 days, extendable to 30 days based on safety assessments. Bowser cited troubling trends of juvenile gatherings linked to violence as a reason for the urgent measures. Councilmember Brooke Pinto stressed the dual need for engaging recreational opportunities for youth and enhanced police authority to manage potentially harmful situations. The Council will consider the legislation at its July 1 meeting, reflecting a proactive approach to public safety.
The Metropolitan Police Department has previously attempted to mitigate juvenile disturbances through various enforcement methods. Increased police presence in neighborhoods aims to prevent negative behaviors associated with youth gatherings, especially in commercial areas. The District also supports positive youth engagement through summer programs like the Mayor Marion S. Barry Summer Youth Employment Program.
