Councilmember Brooke Pinto highlighted the importance of providing safe recreational spaces while also equipping law enforcement with necessary tools to prevent disorder. This legislative response follows troubling incidents involving large youth gatherings in commercial areas, including the Wharf and Navy Yard. The police have previously utilized various enforcement strategies to manage juvenile behavior, but the new legislation seeks to enhance these measures.

Mayor Bowser indicated that the Council will review the proposal during their July 1 meeting. The District continues to support positive youth engagement through summer programming, including employment initiatives. This proactive approach aims to balance community safety with opportunities for youth development.
