Mayor Bowser Announces Emergency Legislation to Amend Districts Juvenile Curfew Laws

Mayor Muriel Bowser introduced the Juvenile Curfew Emergency Amendment Act of 2025 to address rising safety concerns related to juvenile gatherings. The new law will adjust curfew hours to 11 PM for juveniles during July and August, while allowing the Metropolitan Police Department to designate extended curfew zones starting at 7 PM for up to 30 days. Bowser cited recent incidents of large groups of youth engaging in criminal conduct as a catalyst for the legislation. Councilmember Brooke Pinto stressed the dual approach of ensuring safe recreational spaces and empowering police to maintain order. The MPD has previously employed various methods to manage juvenile behavior, but the tools were deemed insufficient.

This legislation seeks to enhance public safety and prevent violence by providing law enforcement with necessary authority. The proposal will be considered during the Council's July 1 meeting. The District continues to support positive youth engagement through summer programs like the Mayor Marion S. Barry Summer Youth Employment Program.
