Mayor Bowser Announces Emergency Legislation to Amend Districts Juvenile Curfew Laws
Mayor Muriel Bowser announced the Juvenile Curfew Emergency Amendment Act of 2025, which aims to strengthen enforcement tools and enhance public safety for juveniles. The proposed legislation changes curfew hours to 11 PM in July and August and allows the Chief of Police to establish extended curfew zones starting at 7 PM for up to 30 days. Councilmember Brooke Pinto highlighted the importance of safe recreational spaces while also providing police with necessary tools to curb violence. This emergency measure addresses recent incidents of large groups of juveniles engaging in unlawful behavior in neighborhoods such as the Wharf and Navy Yard. The Metropolitan Police Department has previously implemented various strategies to manage juvenile conduct but faced limitations.
The legislation, submitted for consideration at the Council's July 1 meeting, reflects a proactive approach to community safety. It aims to prevent violence before it occurs while supporting positive youth engagement through summer programming. The act is a response to growing concerns over juvenile disturbances and seeks to balance safety and recreational opportunities.
