Mayor Bowser Announces Emergency Legislation to Amend Districts Juvenile Curfew Laws

Mayor Muriel Bowser announced the Juvenile Curfew Emergency Amendment Act of 2025, extending curfew hours for juveniles to 11 PM during July and August, now applicable to 17-year-olds. This legislation empowers the Metropolitan Police Department to impose earlier curfews in specific areas facing unrest or violence. Councilmember Brooke Pinto highlighted the necessity for safe recreational spaces for youth alongside these new enforcement measures. The recent rise in juvenile gatherings leading to violence, particularly in commercial areas like the Wharf and Dupont Circle, necessitated this emergency legislation. The curfew will allow for earlier enforcement in designated zones for up to 30 days based on public safety assessments.

Additionally, the Mayor can authorize emergency curfews as needed. The proposal will be submitted for consideration at the Council of the District of Columbia’s legislative meeting on July 1. The District continues to promote positive youth engagement through programming such as the Mayor Marion S. Barry Summer Youth Employment Program.
