Mayor Bowser Announces Emergency Legislation to Amend Districts Juvenile Curfew Laws

Mayor Muriel Bowser announced the Juvenile Curfew Emergency Amendment Act of 2025 to address rising concerns about juvenile violence and safety in the District. The act modifies the curfew for juveniles to 11 PM during July and August while granting the Chief of Police authority to establish areas with earlier curfews if necessary. This response comes after incidents involving large groups of juveniles engaging in unlawful behavior in neighborhoods like the Wharf and Dupont Circle. Councilmember Brooke Pinto highlighted the importance of creating safe spaces for youth while enabling law enforcement to prevent violence proactively. The Metropolitan Police Department has previously employed various methods to manage juvenile conduct, but the new legislation will enhance their enforcement capabilities.

The Council of the District of Columbia will review the proposal on July 1. Additionally, the legislation allows for emergency curfews to be authorized by the Mayor. The District continues to support positive youth engagement through summer programming initiatives.
